A common incentive for Costa Rica, El Salvador, Honduras, and Guatemala to negotiate the regional peace plan was the belief that a solution to the regional crisis depended on national reconciliation and democratization in Nicaragua. As largely undemocratic states (with the exception of Costa Rica), their basic compromise was to accept internal democratization themselves while pressuring Nicaragua. (This accommodation came despite the fact that these countries already claimed to be democratic, and had the support of the United States as “proof of this status.) These countries reached a consensus that, although the peace plan committed all five nations to comply, the primary focus was on Nicaragua (Norsworthy 1990, 42). To Costa Rica, the peace plan was an opportunity to restore its international credibility, damaged after accusations that it had allowed itself to be used by contras to wage war against Nicaragua. Costra Rica’s use of its moral authority as the only real democracy in the region in turn gave the country more prestige (Moreno 1994, 83-86).
